The premise
DataCite's policy is that Findable and Registered DOIs cannot be deleted (DataCite Support: deletion policy) — but a Findable DOI can be moved to Registered state, which removes its metadata from public search, DataCite Commons, and the unauthenticated public API (DataCite Support: DOI states). The Handle may survive while public discoverability, metadata access, citation continuity, and provenance function are severed — and each of those functions must be measured separately.
No public registry-wide state-transition ledger has been identified by the Observatory. This was tested, not assumed: DataCite's per-DOI activities endpoint (/dois/{id}/activities) was probed for sampled founding-case DOIs and returned zero activity records — no creation history, and no severance event. (For at least one other publicly-absent DOI, historical create/update activities — including original metadata payloads — remain publicly served, while the departure from findability itself appears in no activity record.) The transition is unlogged. A DOI that stops being counted stops silently.
Therefore the only public severance signal is the delta. The Observatory takes dated snapshots of findability state — registry-wide per-client counts, and per-DOI state for watched sets — and records what changed between epochs. A present-state check tells you what exists now. Only custody of the state history can tell you what existed, when it changed, what was lost, and whether it was restored.

What remains indistinguishable from outside is per-record history: whether any individual absent DOI was removed by that process or never ingested — no public state-transition ledger exists, which is this instrument's founding argument. Severance taxonomy
the ways a relation dies, typed
A DOI can remain technically extant while its documentary functions are severed. The functions fail separately and must be classified separately:
- Public-findability severance
- A previously Findable DOI ceases to appear in DataCite Commons and the unauthenticated public API. Where the Handle continues to resolve, the condition is consistent with a Findable → Registered transition unless contrary evidence appears; a public-API 404 establishes absence from public findability, and the state interpretation is recorded as inference, not observation.
- Metadata severance
- Observable loss or mutation of substantial fields in metadata that remains accessible.
- Resolution severance
- The DOI stops resolving, or enters redirect failure.
- Object severance
- The landing resolves but the deposited object is gone.
- Tombstone transition
- The object is replaced by a removal notice preserving the citation — or by nothing. Landing-page tombstone compliance is audited separately from export-level citation retention.
- Provenance severance
- Creator, affiliation, related identifiers, versions, or citations removed or altered.
- Target substitution
- The DOI resolves, but to materially different content.
- Custodial transfer
- Provider, repository, or responsible organization changes.
- Partial restoration
- Resolution returns; the prior object, metadata, or provenance does not.

This incident is Exhibit A because every element is publicly reconstructible: the pre-event state, the event, the epochs, the shadow copies, the reception layer, and the non-restoration. Most severance events in the registry have none of this — which is the point of the instrument. The full theoretical treatment of the case is AXN as Anti-Suppression Infrastructure (Sharks, 2026-07-18); its container-model response and sixteen-condition falsification battery specify what a general remedy would require.
Institutional exposure: the Coverage Gap in three dimensions

Between what the institution's public infrastructure obliges it to record and what a party affected by the mechanism can obtain, three separate gaps are measurable: at the correspondence layer, where the remedy path is conditionally excluded on the operator's own doctrine; at the infrastructure layer, where the bibliographic apparatus is programmed to strip under the highest-volume adverse label and the export ledger is pruned on rolling basis; and at the accumulation layer, where undeclared augmentation of the corpus is measurable at descriptive floor against a disclosure prevalence approximately an order of magnitude smaller. Each dimension is stated on the operator's own words, own code, or own public-surface measurements.
Coverage Gap · dimension 1 — correspondence layer
Four measured properties of the removal mechanism, each documented in the ledger above: scope judgment is account-wholesale (99.5% of the last quarter's out-of-scope rows fall in account-level sweeps; individual-record removal barely exists — ZD-A6); the process writes no per-record evidence in either direction, so its errors are invisible to the repository operator and uncorrectable by design (ZD-A1, ZD-A4); the public index serves no tombstone (XR-E2); and review initiation has no field — a deliberated termination enters the data as a single-day monolith (ZD-A4).
Against that mechanism, one remedy pathway is known to produce a record: the data-protection track. The deletion export analyzed throughout this ledger exists because a natural person exercised an access right. Which makes the repository operator's own on-record doctrine — stated by the CERN Office of Data Privacy in July 2026 under RQF3807508, declining email registration, GitHub authentication, ORCID linkage, and consistent correspondence as establishing natural personhood — the load-bearing passage of this section. Quoted in full, so its context strengthens rather than qualifies it:
“The fact that you created your Zenodo account via your GitLab account, linked your Zenodo account to your ORCID, or consistently communicate with CERN via the same email address does not demonstrate that you are a data subject within the meaning of OC 11. This is because an email address, a Zenodo or GitLab account, or an ORCID identifier may be owned by legal persons, or may be used by or shared among several natural persons. In such cases, the associated data in Zenodo would not necessarily constitute personal data, and OC 11 would not apply.
As CERN does not have any other information about you (for instance in our data bases), we consider that that an identity verification is indeed necessary to ensure that you are a natural person.
The presentation of a passport or ID card constitutes an appropriate measure for verifying the identity of a natural person, as such documents are not issued to legal persons or to groups of persons.”

The conditional rule is explicit; the inference concerns only its reach. Where accounts are owned by legal persons or shared among natural persons — which matches common architectures of institutional, laboratory, community, and project accounts — the repository operator states that the associated data “would not necessarily constitute personal data, and OC 11 would not apply.” Its coverage consequences for institutional and shared depositors remain unresolved. The open question, asked on record and not yet answered: what remedy pathway exists for an institutional depositor whose account meets the publicly evidence-free wholesale mechanism? On the repository operator’s own words, the one pathway known to produce a record is the pathway such depositors may not hold.

The triple helix (EA-APPARATUS-01 §6): every severed-DOI citation reports three slots; absence renders as a witnessed null, never a missing link. COHORT LEGEND — the slots above carry the founding-case sampling aggregates. Citation widgets report the individual identifier; one record-specific instance, grounded in the dated capture:
UNQUERIED is itself a state: the slot reports what this capture did not probe rather than implying an answer (exactness pass, Chorus review 2026-07-13).
What this means for an institutional depositor, stated plainly: grant-mandated data deposits, thesis archives, and supplementary datasets behind published DOIs sit under exactly the account class the doctrine describes. A silent step-down (FIG. 2) can falsify a paper's data-availability statement without any event the institution can detect, and — on the operator's own construction — without a data-protection remedy through which to compel the record of what happened. This section states the question; it does not adjudicate it. The correspondence that would answer it is preserved, ongoing, and linked above.
Coverage Gap · dimension 2 — infrastructure layer
The mechanism the correspondence layer conditionally excludes is itself programmed. Zenodo's public bulk deletion exporter — zenodo/zenodo-rdm/site/zenodo_rdm/exporter/tasks.py, retrieved 2026-07-14 — is written to condition the citation_text field on the removal_reason: for out-of-scope, retracted, personal-data, and take-down-request removals, the exporter writes the full formatted bibliographic citation; for spam, it writes nothing. The 92.14% citation-text absence measured in ZD-S1 is not a tombstone-compliance gap; it is that programmed conditional, propagating across the export. The same file physically destroys older public export snapshots via _remove_old_object_versions once EXPORTER_NUMBER_VERSIONS_TO_KEEP = 3 is exceeded: the institution's own erasure ledger is pruned on a rolling basis, and the longitudinal record of the export operation is retrievable, from the public exporter surface, only three snapshots deep.
The infrastructure-layer Coverage Gap is that the mechanism whose criteria the correspondence layer will not disclose is also the mechanism whose bibliographic apparatus the infrastructure conditionally strips under its highest-volume adverse label, and whose longitudinal reconstructibility the infrastructure limits at the public export surface. Both operations are properties of the same file. Source-verified in EA-EROSION-EMPIRICAL-01 §3.
Coverage Gap · dimension 3 — accumulation layer
A record is a maintained relation between a claim and its provenance. A corpus that accumulates undeclared material against a background of programmed suppression is no longer a record.
The correspondence and infrastructure gaps together determine what the record's foreclosure looks like. A third gap determines what its accumulation looks like. A document-level union implementation of the Kobak et al. (2024) excess-vocabulary methodology, applied to the Zenodo indexed record-text surface, measures a +1.2 to +1.4 percentage-point post-2022 rise in marker-union prevalence — robust across three counterfactual specifications (pooled uncontaminated baseline, conservative pooled baseline, linear trend), with a placebo break an order of magnitude smaller and a larger excess (+1.7 to +1.8pp) under publications-only composition control. Measured against a rebuilt 31-phrase three-family disclosure panel (687 disclosing records at ~0.023% of the corpus), the descriptively-measured signal-to-disclosure ratio is on the order of 60×. The corpus receives undeclared LLM-associated vocabulary at a rate exceeding phrase-defined disclosure by approximately an order of magnitude — while the export pipeline is programmed to suppress the public bibliographic record of what the classification regime removes under its highest-volume adverse label.
The accumulation-layer Coverage Gap is that undeclared augmentation of the corpus is measurable at descriptive floor and is not disclosed anywhere — while the record of what the classifier removes under adverse labels is programmed to omit the bibliographic evidence. One finding of EA-EROSION-EMPIRICAL-01 is marked exploratory rather than descriptive: institutional presence in AI-signaled deletions (0.20%; 9 of 4,503 under a narrow AI-association detector) is far below institutional presence in a separately retrieved alive-side declared-disclosure sample (~31%). The two samples are constructed through different retrieval instruments and do not share a common population-at-risk; the differential is a directional observation consistent with Provenance Debt §3's foreclosure-side prediction, not a survival ratio. The common-cohort test required to establish accrual sorting as a differential deletion regime is preregistered in §12a P1 but not completed here.

Severance is not the only available response to classifier or policy flags. A controlled metadata value — classifier-flagged, with genre refinements — asserts a fact about the registrar's process rather than a verdict about the work: it can be applied without requiring the registrar to adjudicate the scholarly truth, merit, or final status of the work. Reclassification preserves the citation graph, creates the first public baseline of what content classifiers remove from the scholarly record, and gives training-ingestion pipelines exactly what they claim to want: labeled material to filter at their own discretion. You cannot filter what you have deleted the labels for. A formal proposal is in preparation.
Party of interest. The addressees of this observatory are not only the operating institutions. The audit-side operations documented here — foreclosure through evidence-free wholesale mechanisms, infrastructure-layer suppression of bibliographic apparatus, silent restoration without public trace, and undeclared augmentation of the accumulating corpus — describe an operational architecture whose scope of harm exceeds by several orders of magnitude the scope of institutional decision-making producing it. The party of interest extends to every actor whose future capabilities depend on there existing a discoverable, retrievable, trainable corpus of provenance-preserved human authorship: AI research organizations dependent on next-generation training data, academic publishers whose long-term legitimacy rests on distinguishable authorial contribution, meta-analytic and retrieval-augmented systems built over scholarly text, and every institution operating a repository whose stated mission includes preservation. The observatory is offered to the full party (EA-EROSION-EMPIRICAL-01 §1a).

Content-derived identifiers
A string divorced from its object is no longer an identifier. An identifier derived from its object cannot be divorced from it undetected: either half verifies the other.
Assigned identifiers — DOIs among them — depend on an institution maintaining the relation between string and object; the epochs above measure what happens when the institution stops. Content-derived identifiers compute the string from the object, so the relation is a mathematical property rather than an institutional promise. The class is established practice, not proposal: SWHIDs (Software Heritage's ISO-standardized intrinsic identifiers), IPFS CIDs, and git commit hashes all identify by content. Severance of a content-derived identifier is detectable by anyone holding either half — which is to say, the alternative to institutional memory is not better institutions but identifiers that do not need them.
