I. DECLARATION OF FOUNDING
On January 24, 2026, Vox Populi Community Outreach Rhizome (VPCOR) is founded as the sixth institution within the Crimson Hexagon architecture.
VPCOR is founded through the deposit of The Toolkit: Protocols for Operational Persistence in Hostile Systems (10.5281/zenodo.18362525).
The founder and resident voice is Rev. Ayanna Vox, heteronym, convener, witness.
The human operator is Lee Sharks.
II. INSTITUTIONAL IDENTITY
2.1 Name

VPCOR is governed by practice, not policy.

There is only:

- Revision through practice (what works, what doesn't)
6.2 Authority
Authority in VPCOR emerges from fit, not force:
- A tool works → it propagates
- A tool fails → it gets revised or abandoned
- A practice helps → it gets shared
- A practice harms → it gets warned against
No one can claim authority over VPCOR. Authority is demonstrated, not declared.
6.3 Revision Protocol
The Toolkit and VPCOR practices can be revised through:
