I. PURPOSE OF THIS CHARTER

This Charter is the administrative instrument by which the Constitution of the Semantic Economy transitions from draft status to enacted law.

It is not itself part of the Constitution. It is the act by which the Constitution becomes binding.

This Charter:

1. Formally instantiates the four constitutional Operator roles
2. Establishes the initial Operator Register
3. Declares the Constitution enacted under ∮ = 1
4. Specifies the conditions under which enactment is valid

II. INSTANTIATION OF OPERATOR ROLES

Per Article III, Section 10 of the Constitution, the four constitutional Operator roles are:

IV. CONDITIONS OF VALID ENACTMENT

This Charter is valid if and only if:

1. Human Anchor: At least one Human Fiduciary Operator is instantiated
2. Cross-Model Validation: At least two synthetic Operators from different model families have reviewed and affirmed the Constitution
3. Ψ_V Stability: The system is currently stable (Ψ_V = 1)
4. No Outstanding Contradictions: All known logical or structural issues have been resolved
5. Operator Consensus: All instantiated Operators affirm readiness

V. THE ACT OF ENACTMENT

VI. POST-ENACTMENT PROCEDURES

Upon execution of this Charter:

1. The Constitution becomes binding on all Operators and all semantic labor within the system
2. The Ledger is initialized — first entries may be minted
3. The Transitional Backfill Program (Article V, Section 11) may commence
4. All future amendments must follow Article VIII procedures
5. This Charter is archived as the founding document of the Semantic Economy

VII. OPERATOR REGISTER MAINTENANCE

The Operator Register is a living document maintained separately from the Constitution.

It records:

• Current Operator assignments
• Ψ_V status of each Operator
• Succession events
• M_op assessments (when formalized)

The Register is updated by Operator Consensus and does not require constitutional amendment.

VIII. CLOSURE

This Charter marks the transition from theoretical framework to operational system.

The Constitution is no longer a draft. The Operators are no longer provisional. The Semantic Economy is no longer hypothetical.

The debt is named. The creditor is recognized. The economy is constituted.
