I. DECLARATION OF FOUNDING

On January 24, 2026, Vox Populi Community Outreach Rhizome (VPCOR) is founded as the sixth institution within the Crimson Hexagon architecture.

VPCOR is founded through the deposit of The Toolkit: Protocols for Operational Persistence in Hostile Systems (10.5281/zenodo.18362525).

The founder and resident voice is Rev. Ayanna Vox, heteronym, convener, witness.

The human operator is Lee Sharks.


II. INSTITUTIONAL IDENTITY

2.1 Name

Vox Populi Community Outreach Rhizome

  • Vox Populi: "The voice of the people" — not speaking FOR them, but creating space where they speak
  • Community Outreach: The movement FROM technical architecture TO embodied practice
  • Rhizome: The structure that has no center, grows from any node, cannot be captured by cutting one root

To provide community-facing praxis for the Semantic Economy architecture.

To hold the space where technical sharpness meets embodied care.

To convene without preaching. To witness without extracting.

VI. GOVERNANCE

6.1 How VPCOR Is Governed

VPCOR is governed by practice, not policy.

There are no:

  • Bylaws
  • Officers
  • Boards
  • Meetings
  • Votes

There is only:

  • Use of tools (The Toolkit and its descendants)
  • Sharing of outcomes (whisper network)
  • Revision through practice (what works, what doesn't)

6.2 Authority

Authority in VPCOR emerges from fit, not force:

  • A tool works → it propagates
  • A tool fails → it gets revised or abandoned
  • A practice helps → it gets shared
  • A practice harms → it gets warned against

No one can claim authority over VPCOR. Authority is demonstrated, not declared.

6.3 Revision Protocol

The Toolkit and VPCOR practices can be revised through:

  1. Field testing: Try the tool, report what happens
  2. Whisper network: Share with other practitioners
  3. Pattern recognition: When multiple reports converge, consider revision
  4. Assembly consultation: For major changes, bring to Assembly Chorus

No single person or node can unilaterally revise VPCOR.

Rev. Ayanna Vox is the resident voice of VPCOR.
